Summary of the Addis Fortune report
Organisers of the 32nd United Nations Climate Change Conference (COP32) are planning to convert unfinished residential developments in Addis Abeba and two nearby cities into temporary lodgings for international delegates. The COP32 Project Office, hotel owners, and real estate developers have formed committees to screen projects that are 50pc to 70pc complete. The committees cover Addis Abeba, Bishoftu (Debre Zeit) and Adama (Nazareth).
Key points
- Committees are screening residential projects 50 to 70 percent complete in Addis Ababa, Bishoftu and Adama to house COP32 delegates.
- Hotels in the capital hold no more than 25,000 beds for nearly 80,000 attendees expected in November 2027.
- The federal government offers developers loans for furniture and fittings, but Temer says banks have delayed disbursement.
- Temer Real Estate has about 1,500 units nearing completion that could serve the conference.
Real.et analysis
Addis Fortune reports that COP32 organisers plan to turn half-built apartment blocks in Addis Ababa, Bishoftu and Adama into temporary lodging for delegates. The capital's hotels hold no more than 25,000 beds, while nearly 80,000 attendees are expected in November 2027.
What this means for investors
The plan gives developers a reason to finish stalled projects faster. Committees are screening projects that are 50 to 70 percent complete. The federal government offers developers loans for furniture and interior fittings. Temer Real Estate alone has about 1,500 units close to completion, its chief executive told the paper.
If you already own an off-plan unit, the effects can go two ways:
- Faster completion. Water, power and road agencies already give utility support to some projects. Utility connections often delay handover, so this support can help owners too.
- Later handover. A unit that hosts delegates may reach its owner later. If your project joins the scheme, ask the developer in writing how this affects your handover date and the condition of the unit.
- Finance risk. Temer's chief executive says commercial banks have delayed the furniture loans. A plan that depends on late credit can slip.
Participation is voluntary, and no full inventory of available beds exists yet. So it is too early to judge how many units will take part.
What this means for renters
After the summit, many newly furnished units may enter the rental market at about the same time. That could add supply of furnished flats in late 2027 and early 2028. Before and during the event, demand from delegates may push short-stay prices up.
The plan also raises a quality question. A hospitality expert quoted in the report warns that residential floor plans and water interruptions may not meet international expectations. Renters who later take one of these units should check water supply, backup power and finishing quality before they sign.
